Do Heat Pumps Actually Work Through a Bellingham Winter?

Somebody has told you heat pumps do not work when it gets cold. Somebody else has told you they are obviously the right choice now. Both of them sounded certain, and neither of them has stood in your house.

Here is the version we give people at the kitchen table.

The short answer

Yes. A properly sized modern heat pump will heat a Bellingham home through a normal winter without needing to apologise for itself.

Whatcom County is, genuinely, one of the better places in the country for this technology. We are a marine climate. We are wet, we are grey, and we are mild. Our winters are long rather than severe. That is close to ideal for a heat pump, and it is very different from the conditions that gave the technology its reputation.

Where the bad reputation came from

Two things, and it is worth separating them because only one of them is still true.

The first is old equipment. Heat pumps sold twenty and thirty years ago really did lose most of their capacity as the temperature dropped, and in a cold snap they leaned hard on electric backup heat, which is expensive. People who lived with those systems remember them accurately. The technology has changed substantially since then, particularly with variable speed compressors.

The second is bad sizing, and this one has not gone away. An undersized heat pump runs constantly, never quite reaches the thermostat setting, and falls back on backup heat far more than it should. An oversized one short cycles and wears out early. Either way the homeowner concludes that heat pumps do not work, when what actually happened is that this heat pump was picked from a square footage table instead of a load calculation.

If you take one thing from this article, take that one. The installer matters more than the brand.

The temperature question, specifically

The thing people actually want to know is what happens when it gets cold, so here is how it works.

A heat pump does not create heat. It moves heat from outside to inside. There is usable heat in outdoor air well below freezing, which is unintuitive but true, and the machine’s job is to collect and concentrate it.

As the outdoor temperature falls, there is less heat available to move, so the system’s output drops. That is unavoidable physics. What has changed is how gracefully it happens. Modern cold climate heat pumps hold a large share of their rated heating capacity well below freezing, far enough below that a normal Bellingham winter never really tests them.

For context on what “normal” means here: our winters rarely push below the mid twenties, and when they do it is for a few days rather than a few months. The typical January night in this city is somewhere in the thirties. That is comfortably inside the range where a modern system runs efficiently.

So when does it become a real consideration?

During an outflow event. Every winter, usually once or twice, the wind swings around and comes down out of the Fraser Canyon from the northeast. The temperature drops hard, it stays down for several days, and it gets genuinely cold by our standards.

Those stretches are when a heat pump works hardest and when backup heat may engage. That is the system behaving correctly, not failing. It is also a small number of days a year, which is exactly why the arithmetic still works out.

If those days worry you, there are two straightforward answers. One is a cold climate rated system, which extends the range meaningfully. The other is keeping your existing gas furnace as backup in a dual fuel setup, where the heat pump handles the overwhelming majority of the season and the furnace covers the coldest stretches. Plenty of Whatcom County homes end up here, and it is a perfectly good outcome rather than a compromise.

The thing nobody warns you about

Heat pump air feels different, and this catches people off guard more than the cold weather question does.

A gas furnace delivers short bursts of quite hot air. A heat pump delivers a longer, gentler stream of warm air. The room ends up at the same temperature, and the heat pump generally holds it more steadily, but standing at a vent it feels underwhelming if you are expecting furnace air.

Most people stop noticing within a few weeks. But we would rather tell you now than have you discover it in November and think something is wrong.

What actually decides whether it makes sense for you

Not the technology. Your house.

What you are replacing. Coming off electric resistance heat or propane, the running cost case is usually clear and immediate. Coming off a newer, efficient gas furnace, it is a closer call and depends on the gap between your electricity and gas rates.

Your ductwork. Heat pumps need more airflow than furnaces. In older Bellingham homes where the ducts were retrofitted decades after the house was built, existing ductwork often cannot deliver it without modification. This is the single most common thing that changes a quote.

Your electrical panel. A heat pump needs a dedicated circuit and sometimes capacity you do not currently have. Worth knowing before you commit, not on installation day.

Whether you want cooling. If you were going to add air conditioning anyway after the last few summers, the incremental cost of getting winter heating out of the same outdoor unit is small. For a lot of Whatcom County households, this is the argument that actually settles it.

Heat pumps work here. The technology is not the risk. The risk is a system sized by rule of thumb, installed onto ductwork nobody checked, and commissioned without anyone verifying the refrigerant charge.

Ask whoever quotes you how they calculated the size. If the answer involves your square footage and nothing else, get another quote.
